Information on Party Agents and Election Observers

A party agents and election observers are persons who observe how elections are carried out on behalf of the political party or respective organization that appoints them. Their roles are the same in an election. Such agents are normally appointed during elections. Section 30 of the Elections Act allows political parties to appoint one agent for its candidates in each polling station. These agents play a big role in promoting free, fair and credible elections and also promote democracy.

  1. Should be a keen and observant individual. This means that he should be able to pay attention to detail so as to be able to identify any mistakes or discrepancies in the polling process.
  2. Should be a team player who is able to communicate and co-operate with other agents and also reach consensus on key issues that arise.
  3. Should conduct himself with respect so as to facilitate the electoral officials to effectively fulfill their duties.
  4. In the case of party agents, they are required to be loyal to the parties that appoint them so as to protect the rights of the party and its candidates.
  5. Should have a good moral and ethical character. This means that they should be a person with integrity. This is to ensure that they protect the free, fairness and credibility of the polling process and not indulge in election offences.
  6. Should be able to read and right. This is important because the process requires identification of documents and it is important that one be able to read and right so as to identify the documents and also record any observation which will be later communicated to their respective parties or organizations.
  1. Sign declaration form at tallying center.
  2. Confirm that ballot boxes are empty before polling starts.
  3. Ensure seals are fastened on ballot boxes and list their serial numbers.
  4. Observe if voting process is at per with election regulations.
  5. Observe if the counting process is in conformity with election regulations.
  6. List ballot paper serial numbers.
  7. Ensure that the procedures assumed in the closing of the poll process and the polling station is in conformity with election regulations.
  8. Witness the tallying of results
  9. Complete a checklist and submit it to their respective parties as instructed by the parties.
  10. Escort sealed ballot to the returning officer or tallying center.
  11. Confirm that separate packets are made and sealed for various categories of ballots and materials after counting of votes.
